Portugal Mortgage Update: New Lending Rules & Excellent Financing Opportunities

If you're planning to buy property in Portugal, there are two important developments you should know. While new mortgage lending rules came into effect on 1 August, Portugal continues to offer some of the lowest mortgage interest rates in the Eurozone, making home ownership an attractive option for both residents and international buyers.

New Mortgage Lending Rules

The Bank of Portugal has introduced new recommendations to promote responsible lending and reduce the risk of household over-indebtedness.

The main changes are:

  • Maximum effort rate reduced from 50% to 45%, meaning banks will assess affordability more carefully.
  • Maximum loan term: up to 40 years for buyers up to 35 years old, and 35 years for buyers over 35 years old.
  • Maximum financing: up to 90% for a primary residence and 80% for second homes or investment properties.

These changes make financial preparation and mortgage pre-approval more important than ever before.

 

Good News for First-Time Buyers

There is an important exception to the new financing limits.

Eligible first-time buyers up to 35 years old purchasing their primary residence may still qualify for up to 100% financing through the Portuguese State Guarantee Scheme.

Under this programme, the Portuguese government guarantees part of the loan, enabling banks to finance the full purchase price, subject to eligibility criteria and the bank's approval.

Applicants must still meet the bank's affordability assessment, including the new 45% effort-rate limit, as well as all other lending requirements.

 

Portugal Remains Highly Competitive

Despite the stricter lending rules, Portugal continues to be one of the most attractive countries in Europe for mortgage financing.

According to the latest figures from the Bank of Portugal, the average interest rate on new residential mortgages is 2.89%, making Portugal the fourth-lowest in the Eurozone—well below the Eurozone average of 3.45%.

Many buyers continue to choose mixed-rate mortgages, which combine an initial fixed-rate period with a variable rate afterwards, offering an excellent balance between payment security and competitive monthly repayments.
